Proposal to increase the number of Class I Administrative posts in Hong Kong from 6 to 10.

1. Please see (245) paragraph 4 of my minute of 14/5, paragraph 6 of (264), (275), (276) and (278), then minutes culminating in those of 11/8.

2.

There has been no reply yet to (278) and we have not had a reminder for a reply to (276).

3. Logically we ought not to approve Hong Kong's proposal unless we have satisfactory, answers on the 2 points raised in paragraphs 3 and 4 of (278). And I feel some doubt whether Hong Kong can give such answers. Are we therefore prepared to turn down the proposal?
